Read Receipts: If the recipient has disabled read receipts, you won’t see the blue ticks even if they read the message.
Blocked Contacts: If someone blocks you, your messages will remain at one grey tick.
Internet Connection: Messages may be delayed or stuck at the clock icon if you're offline or have a weak connection.
Only One Grey Tick?
This could possibly mean:
The recipient's phone is off or not connected to the internet.
You might be blocked by the recipient.
